A. Deemed University is a status of autonomy granted to high performing institutes and departments of various universities in India. It is granted by the University Grants Commission (UGC) of India. The Deemed University status enables not just full autonomy in setting course work and syllabus of those institutes and research centers but also allows it to set its own guidelines for the admissions, fees and instruction of the students. The parent Universities of these deemed universities cannot control its administration, though the degrees of deemed universities are awarded by the parent universities. However many deemed universities are allowed to award degrees under their own name.

The Supreme Court has ruled in the famous Bharathidasan University versus AICTE case that it is not obligatory for a university, created under an Act of a competent legislature, to seek and secure prior approval of the All India Council for Technical Education (AICTE) to start a department for imparting a course or programme in technical education or a technical institution as an adjunct to the university itself to conduct technical courses of its choice and selection. What it means is that the AICTE Act,1987 is applicable only to 'technical institutions' and universities are not ' technical institutions', excluding them from the purview of the AICTE Act. This is strictly from the legal point of view. I cannot comment on anything else.

A. If the university is recognized by the university grants commission the degree from that university will be recognized abroad. The details come in what you wish to do with the degree. So, for example, if you wish to apply for graduate studies then the exact nature of your degree, and how well you did will be assessed. If you have a professional degree, say, engineering, you will have to meet local licensing qualifications. If it is not a deemed university, forget it, the degree is worthless.

A. well it s not at all true. You can go for CAT, as well as you can also apply for government also. It doesn't matter from where which university u have done your grad, it just matter is your knowledge and skill level. If you able to solve real-world problems easily, then they doesn't ask from which university,you have done your grad. The only thing you have to checkout, whether your university is AICTE affiliated or not. If it not registered, then it'll be difficult for you to go for any govt. job or for CAT.
